     We can fabricate this kind of machine.
1) uncoiler with 5 tons;
2) pinch roller,
3) cut to length system,
4) encoder which cut automatically, and controlled by PLC (Mitsubishi brand).

1)Today we checked with our engineers, they said we could make the working speed in your requirement --- 7.5tons/ hour. We can make the improved type of this machine. But the machine frame will be changed accordingly; meantime the cost of machine will be increased.
For 7.5 tons/ hours, 7500 kgs / 60 minutes = 125 kgs/ minute, if you use 0.5mm thick steel coil, 125 / density 7.85 / width 1 /  thickness 0.5= 31.8 m; therefore, you mean 31.8m / minute, all right? We have confirmed with engineers, they said we could frabricate this speed type. 
But we need hydraulic(powered) decoiler for 5 tons now, we can't use passive / manual / unpowered decoiler. Then we could meet the speed of 7.5 tons/ hour.
2)But notice, it still has shortage, if speed up, the thickness of cutting only can be min. 0.20mm, not like yours 0.13mm. So our range of cutting is 0.20~0.80mm. 
As to 0.13mm thick steel sheet, we can cut, but not guarantee quality. Supposing you cut steel sheet lower than 0.20mm, the cutting blades need to maintain it usually, ward off wear and tear. The precision of cutting should be very high. You need employ a very good technician to take care of this machine as well, if you cut lower than 0.20mm. 
We suggest you use 0.20~0.80mm this range. Speed 7.5 tons/ hour, we are sure we could make it, you could inspect the machine after finished.       
3)Price of machine: 1) regular type: 18m/ minute, 0.25~0.80mm, USD 15,000 per complete set, FOB Shanghai (unpowered uncoiler).
2)  improved type: 35m/minute, 0.20~0.80mm, USD 17,000 per complete set, FOB Shanghai (unpowered uncoiler).
35m/minute, 0.20~0.80mm, USD 27,000 per complete set, FOB Shanghai (powered uncoiler, type 5tons, no coil car).
